Turquoise Health is seeking a Payroll & Compliance Operations Manager to own and scale our payroll and compliance infrastructure as a fully remote, multi-state employer operating across over 30 states.
Reporting to the Director of Finance and partnering closely with the People team, this role is the operational backbone of how we pay and support our team. You will take full ownership of payroll, multi-state registrations, benefits payroll administration, leave pay coordination, and accounts payable, ensuring our systems are accurate, compliant, and built to scale.

What Youβll Own
Multi-State Payroll Operations
Administer full-cycle, semi-monthly payroll for 160+ U.S. employees in Rippling.
Ensure accurate processing of compensation changes, bonuses, commissions, retroactive adjustments, reimbursements, and deductions.
Manage payroll tax filings and remittances across federal, state, and local jurisdictions.
Own payroll account reconciliations and support month-end close.
Serve as the internal subject matter expert on payroll compliance, as well as the primary point of contact for payroll inquiries from employees and internal stakeholders, ensuring responsive and high-quality support.
State Tax Registrations & Compliance
Own all state tax and labor registrations (Departments of Revenue, Departments of Labor, unemployment insurance accounts, etc.).
Proactively manage registration setup as the company hires in new states.
Monitor and respond to state agency notices and audits.
Maintain compliance across wage and hour laws, remote employment regulations, and state-specific payroll requirements.
Partner cross-functionally to mitigate compliance risk.
Benefits & Leave Operations
Implement and maintain payroll deductions for medical, dental, vision, 401(k), HSA/FSA, and other benefits.
Configure and manage employer/employee contribution structures in Rippling.
Reconcile benefit invoices against payroll deductions.
Coordinate leave pay administration in partnership with the People team and Tilt (leave management platform), ensuring accurate integration of leave payments into payroll.
Oversee payroll impacts of state-paid leave and disability programs.
Support the implementation of open enrollment within payroll systems.
Accounts Payable & Expense Operations
Own Accounts Payable operations, including vendor payments, tools, and one-off invoices.
Review and approve employee expense reimbursements via Ramp.
Manage stipend reimbursements (e.g., L&D, desk budget).
Review and validate invoices from international EOR partners (e.g., Deel) to ensure accuracy and cost alignment.
Systems, Controls & Documentation
Serve as system owner for payroll-related functionality in Rippling, Ramp, and Deel.
Build and maintain scalable payroll documentation and internal controls.
Improve and automate workflows between payroll, People systems, leave management (Tilt), and Finance.
Ensure audit readiness and strong operational hygiene.
What You Bring
6+ years of experience managing U.S. payroll, with demonstrated experience managing multi-state payroll for a remote workforce.
Demonstrated experience independently managing state tax registrations and compliance across multiple jurisdictions (required).
Deep knowledge of federal, state, and local payroll tax laws and remote workforce compliance.
Experience administering payroll in Rippling (strongly preferred).
Experience coordinating payroll impacts of employee leave, disability insurance, and state-paid leave programs.
Experience implementing and reconciling benefit contribution structures within payroll systems.
Experience owning or supporting Accounts Payable functions.
Strong reconciliation and analytical skills.
Exceptional attention to detail and compliance rigor.
Ability to operate independently and build structured processes in a scaling environment.
High integrity and discretion in handling sensitive employee data.
CPP certification is a plus.
