The Department of Revenue's (DOR) Property Tax Division has a unique opportunity for a Nonprofit Exemption Auditor (PAS4) within its Exemptions and Deferrals Team in Bothell, WA. As a part of the team, you will assist in the approval or denial of taxpayer claims for property tax exemption.

Duties

This is what you will do

As a Nonprofit Exemption Auditor, you will be primarily responsible for processing exemption applications for property taxes. This includes performing detailed inspections regarding the use and ownership of real and personal property for the purpose of establishing a property tax exemption. You will make on-site inspections of property operated by nonprofit organizations to determine the actual purpose and eligibility for exemption. Here are some of your other responsibilities:

  • Perform in-depth analysis of intricate ownership structures, use agreements, service contracts, and operating agreements to determine actual use of the property.
  • Make a physical site inspection of properties operated by for-profit and nonprofit organizations. 
  • Write determination letters concerning the tax status of property.
  • Research and interpret complex tax laws concerning exemptions and provide technical advice.
  • Advise and assist applicants and their representatives on the statutory requirements for exemptions.
  • Investigate complaints associated with property in exempt status.  
  • Provide training, conduct specialized project work, and participate in focus groups.
  • Create briefing documents, testify as a property tax exemption expert, and assist attorneys in the preparation of technical matters for the Board of Tax Appeals cases.

Qualifications


Knowledge, Skills, and Abilities: These competencies ensure effective performance in administering property tax exemption programs.


Knowledge:

  • Working-level knowledge of the Microsoft suite of products, including MS Teams, SharePoint, OneNote, Excel, and Word. 
  • Knowledge of research techniques using laws, rules, existing database files, and online resources. 
  • A basic understanding of: 
    • Interpreting legal documents, including contracts, leases, and operating agreements.
    • A related field such as tax return processing or preparation, title examination, auditing, or inspections.

Skills: 

  • Perform inspections of the use and ownership of real and personal property.  
  • Perform in-depth analysis of intricate ownership structures, use agreements, service contracts, and operating agreements. 
  • Strong professional/technical writing skills. 

Abilities: 

  • Give technical advice to internal and external partners. 
  • Research and interpret complex tax laws.  
  • Communicate clearly and effectively, both verbally and in writing. 
  • Explain complex concepts using common, plain language. 
  • Plan, organize, and prioritize workloads. 
  • Maintain focus on critical tasks while working through interruptions and other distractions. 
  • Collaborate with various parties, including elected officials, the county, and legislative staff. 
  • Work both individually and as part of a team. 

Successful candidates must also possess:
  • Familiarity with Microsoft products such as Excel and Word.
  • Ability to communicate clearly and effectively, both verbally and in writing. Demonstrate openness and receptivity to giving and receiving information. Explain complex concepts using common, plain language so others can readily understand and grasp.
  • Be able to work both individually and as part of a team. Work cooperatively with others, be approachable, and contribute to group solutions through constructive feedback, ideas, and suggestions. Facilitate the open exchange of ideas and information.
Preference may be granted to candidates who possess the following:

Five (5) years or more professional experience in any of the following:
  • Auditing and/or appraising real or personal property
  • Non-residential property management.
  • Selling, leasing, or buying commercial real estate.
  • A related field such as title examination, appraisals, audits, disposal, inspections, or lands and access maintenance.
OR

Two (2) years of qualifying professional experience, as mentioned above, acquired in city, county and/or state government

OR

A bachelor's degree involving major study in business or public administration, finance, real estate, economics, accounting, or related field
AND three years of experience in business activities such as accounting, auditing, buying/selling/leasing real estate, or appraising real and/or personal property.

OR 

One year of experience as a Property & Acquisition Specialist 3.
