 DSHS’s Home & Community Living Administration (HCLA) WCF is hiring key team members now to assist as we move toward the full implementation of the program. The innovative work that you do now will aid qualified people and their authorized representatives to apply for and access their earned benefits that help pay for daily-living activities. We are hiring multiple Social and Health Program Consultant 4 to help support the statewide implementation and ongoing operations of the WA Cares Fund Benefits and Customer Care (BCC) team. This position provides support, consultation, interpretation, training, and technology assistance to all supervisors and staff. This position coordinates, develops and documents WA Cares Fund procedures, quality assurance monitoring activities, and training activities. This position has significant input and responsibility for long range program planning and goal setting. The incumbent acts as a liaison between the BCC, regional and headquarters staff, and/or cross-agency partners, and represents the BCC on statewide committees providing consultation, training, planning and coordination, and policy input. This position requires exceptional amounts of development time to ensure the BCC is complying with department expectations, quality assurance, and policies related to implementation and ongoing management of the WA Cares Fund. This position works with providers and advocates in the community to educate and improve access and service delivery to clients.

 
Some of what you'll do:

  • Coordinate, update, facilitate, and provide training and consultation to BCC staff at all levels on a regular basis to ensure compliance with program requirements, WAC’s, RCW’s, policies, procedures, etc.
  • Provide training and technical support to new and existing line staff, supervisors, and managers including but not limited to Benefit Application Management System (BAMS), Customer Relationship Management Tool (CRM), Assessment tool, Provider One, and Knowledge and Policy manuals.
  • Develop and maintain WA Cares Fund procedures, workflows, job aids, and other materials.
  • Update training plans for new staff and monitor training progress. Coordinate, facilitate, and conduct group and one-on-one trainings and meetings.
  • Conduct ongoing reviews of worker’s case records. Review records to monitor for complete case records, and effective documentation of case activity.
  • Disseminate information to staff and inform of current policy and procedures, WAC changes, and other changes that affect the program.
  • Compile statistics and data and provide reports in Excel, Word, SharePoint, CRM and other formats as requested by supervisor or administrator, Develop and maintain performance tracking tools, internal QA tools, etc. within current, and new systems as needed.
  • Conduct ongoing quality assurance reviews and develop local monitoring activities for the BCC, identifying deficiencies and training needs/issues. Determine methods to improve quality and content of case records.
Desired skills, knowledge, and abilities:
  • Knowledge of social and health services program administration and statewide program implementation, including familiarity with the WA Cares Fund.
  • Experience with program development, quality assurance, monitoring, and continuous improvement in complex service delivery systems.
  • Strong analytical, critical thinking, and problem-solving skills, with the ability to interpret statutes, policies, rules, and complex program requirements.
  • Ability to collaborate and influence across agencies and partners, including executive leadership, contractors, and community organizations.
  • Advanced written and verbal communication skills, including developing reports, statewide guidance, training materials, and presentations.
  • Experience using data analysis, performance monitoring tools, and enterprise systems to evaluate program performance and identify improvement opportunities.
  • Ability to manage competing priorities, exercise sound judgment, resolve conflicts, and work effectively in a fast-paced and evolving environment, including statewide travel as needed.
Who should apply?
Professionals who meet one of the following qualifications:
  • One year of experience as a Social and Health Program Consultant 3 or equivalent.
    OR
  • Two years of experience as a Social and Health Program Consultant 2 or equivalent.
    OR
  • A Master’s degree in social work, health or social science, public administration, or a related field AND four (4) years of professional experience planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs.
    OR
  • A Bachelor’s degree in social work, health or social science, public administration, or a related field AND five (5) years of professional experience planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs.
    OR
  • A combination of education and professional experience totaling at least nine (9) years.
Note: A degree in Social Work must be from a program accredited by the Council on Social Work Education.
