Local Progress and Local Progress Impact Lab are seeking a Campaigns Manager to lead strategic campaigns on anti-displacement strategies with local elected officials.

Local Progress and the Local Progress Impact Lab work collectively to advance a racial, gender  and economic justice agenda through all levels of government. Local Progress (LP) is a movement of more than 1,500 local elected officials advancing a racial and economic justice agenda through all levels of local government. The Local Progress Impact Lab (the Impact Lab) brings together local leaders, partners, and experts to build the knowledge, skills, and leadership needed to advance racial and economic justice at the local level. 

About the position:

Local Progress and the Impact Lab are seeking a highly skilled Campaigns Manager with experience in local policy change and a track record of organizing and coalition building, to engage and support local elected officials’ leadership on anti-displacement strategies.  

Displacement pressures have made housing, cultural, and economic survival all the more precarious in our communities. Too often, our government systems have failed to prioritize community stability, employing inadequate and harmful strategies that perpetuate displacement and inequity. Local Progress members aim to create stability for their communities – especially those that have been marginalized, harmed by policymaking, or excluded from the governing process. LP members are collaborating with residents and community partners to reshape local services, secure budget investments, champion legislative change, and leverage their position to advocate for community stability at all levels of government. The Campaigns Manager will work across the LP network of local elected officials to build out resources and campaigns to advance policy and systems-change that reinforce community stability and prevent displacement. 

Working as part of a national policy and program team, the Campaigns Manager will primarily focus on expanding Local Progress’ work on housing justice to intersect with community development, economic justice, immigrant rights, sustainability, and other issues that relate to displacement. The Campaigns Manager will work closely with the Local Progress organizing and communications teams to advance campaigns on anti-displacement strategies, develop tools and resources in collaboration with external partners, and facilitate engagement on policy issues within Local Progress’ identity caucuses. 

This is an exciting opportunity for someone who has experience in local policy change, is interested in engaging local electeds in governance and policy challenges, and is eager to lead multi-faceted, multi-geography anti-displacement campaigns.

The Campaigns Manager will report to the Program Director.

Location: This is a remote, U.S.-based position

Travel requirement:  This position is required to travel to in-person events up to six days a month. 

Primary Responsibilities:

Organizing + Campaigns

  • Facilitate member leadership on anti-displacement issues through trainings, workgroups and individual outreach.
  • Build and maintain strong, authentic relationships with Local Progress members within  a range of local contexts. 
  • Identify and coordinate strategic opportunities for collective action and translocal campaigns with Local Progress staff, members, and partners.

Policy Resources + Support

  • Lead development of resources and tools (such as policy templates, strategy guides and messaging guides) in collaboration with Local Progress staff, members, and partners, with a focus on the intersection of housing, community development, economic justice and other issues related to community displacement and stability.
  • Provide support to Local Progress members’ requests for assistance on anti-displacement strategies and relevant questions. 

Collaborating Across the Local Progress Organization

  • Provide support to colleagues on relevant work projects, educate colleagues on anti-displacement strategies. 
  • Serve as main liaison for the Policy and Program Team to the Local Progress identity caucuses, facilitating opportunities for engagement on policy issues and campaigns. 
  • Participate in the execution of Local Progress National Convenings, and other major conferences/events.

Required Qualifications:

  • At least 6 years of relevant work experience, with at least 3 years of experience in organizing and campaigns at the local level.
  • Background in an issue area relevant to displacement and community stability such as community development, housing, urban planning; and an understanding of the national trends and forces impacting the local level. 
  • A demonstrated commitment to social, racial, and economic justice and experience working directly in communities at risk of displacement.
  • Experience leading issue campaigns, policy development, and base-building organizing with a high degree of independence.
  • Experience in relational organizing and an ability to move into action a diverse group of people from a variety of local contexts and backgrounds, including in a virtual setting;
  • A track record of demonstrating the strategic judgment required to advance inside/outside strategy and movement governance that features deep partnership between “outside” organizing and “inside” elected officials. 
  • Ability to manage multiple projects, create and execute work plans, anticipate obstacles and identify ways to navigate challenges, and identify and involve stakeholders appropriately.
  • Excellent interpersonal and communication skills and the ability to build strong relationships with Local Progress members, organizational partners, funders, and staff.

The Ideal Candidate Will Have:

  • Experience working with local elected officials in multiple jurisdictions.
  • Experience in legislative and corporate campaigns.

Salary and Benefits:

This position is expected to start at step 22 of our salary scale and other factors such as years of experience and advanced degrees will be taken into account, with an expected range of $89,400 to $101,400.

This position is included in a union-represented collective bargaining unit, and specific terms and conditions of employment are subject to the Collective Bargaining Agreement. With a collectively bargained salary scale, we are not able to negotiate once a salary offer is calculated based on the factors that determine placement on the scale. 

We operate on a four day workweek with a default schedule of Monday through Thursday. We have a generous benefits package, including health insurance, dental insurance, vision insurance, five weeks of vacation per year, 20 sick days per year, paid holidays, and contributions to individuals’ 403(b) plans. The Local Progress office is closed between December 24 and January 1 annually.
